0x80070422 is ERROR_SERVICE_DISABLED. It generally appears after a “debloat” or “stop Windows updates” tool disabled services, or after someone changed them manually. It can also come from the Network List Service or Windows Firewall being disabled, which the Store depends on.

Symptoms

  • Microsoft Store downloads fail with 0x80070422.
  • Windows Update page shows that updates are paused or can't start.

Why 0x80070422 happens

  • Windows Update service set to Disabled.
  • BITS or Cryptographic Services disabled.
  • Tweaking or 'privacy' tools that block update services.

Try these fixes

  1. Enable Windows UpdateIn services.msc, open Windows Update, set Startup type to Manual (trigger start), click Start, then OK.
  2. Enable dependent servicesSet Background Intelligent Transfer Service to Manual and Cryptographic Services to Automatic, and start them.
  3. Check firewall serviceFor Store errors, make sure Windows Defender Firewall and Network List Service are running.
  4. Undo tweak toolsRemove or reverse 'disable updates' tools so they don't switch services off again.
  5. Or use the command lineRun the commands below in an admin Command Prompt.

Command

sc config bits start= demand
sc config cryptsvc start= auto

Avoiding it in future

Use Windows Update's own pause options instead of tools that disable services.
